Indigenous vs. multinationals in Mexico wind power

MEXICO CITY (AP) ? Mexico is putting up wind power turbines at a breakneck pace and the expansion is pitting energy companies against the Indians who live in one of the windiest spots in the world.

The country is posting one of the world's highest growth rates in wind energy, and almost all of it is concentrated in the narrow waist of Mexico known as the Isthmus of Tehuantepec, where winds from the Pacific meet winds from the Gulf of Mexico, spawning places so wind-blown that one town's formal name is simply "Windy."

The largely indigenous residents of the Isthmus complain that the wind farms take control of their land, affect fish and livestock with their vibrations, chop up birds and pit residents against each other for the damage or royalty payments. They also claim they see few of the profits from such projects.

President Felipe Calderon has made the inauguration of wind parks one of the main focuses of his administration's ambitious pledge to cut Mexico's carbon emissions by 30 percent by 2020, and on Tuesday ? as he has done before ? he stopped by the state of Oaxaca to inaugurate a new clutch of wind turbines, praising the extra income they provide for some farmers.

"Yes, you can fight poverty and protect the environment at the same time. This is a clear example," Calderon said at the opening ceremony.

But as in the past, he did so under tight security, as local protesters threatened to mar the inauguration. The president's office normally publishes a detailed schedule of his planned activities, but didn't do so with Tuesday's inauguration, keeping it under wraps until the event took place.

So far in 2012, Mexico has posted a startling 119 percent increase in installed wind-power capacity, more than doubling the 519 megawatts it had last year, the highest annual growth rate listed in the magazine Wind Power Monthly's "Windicator" index. Mexico had only 6 megawatts when Calderon took office in 2006.

While Mexico, with a total of around 1.3 gigawatts of wind power, is still a tiny part of the world's estimated 244 gigawatt capacity, it offers an insight into what happens when the industry focuses overwhelmingly on large farms dominated by large companies that are concentrated in a small, desirable area.

It has been mainly Spanish firms like Iberdrola, Union Fenosa and Gamesa, and U.S. firms like Sempra Energy, that have built the huge wind towers that now crowd the Isthmus of Tehuantepec, leaving the local population feeling invaded. Only 4 of Mexico's 17 wind farms are located outside the isthmus.

It raises the question of whether bigger is always better.

"We are asking these multinationals to please get out of these places," said Irma Ordonez, an activist from the Zapotec Indian town of Ixtepec, Oaxaca. "They want to steal our land, and not pay us what they should."

"When they come in they promise and promise things, that they're going to give us jobs, to our farmers and our towns, but they don't give us anything," said Ordonez, who traveled to Mexico City in October to protest outside the offices of a Mitsubishi Corp.

Industry sources say the distrust is unmerited, given the potential benefits to the poverty-stricken farming and fishing towns on the isthmus.

The latest battle focuses on a huge, 396-megawatt off-shore wind farm planned for a narrow spit of land in a lagoon near the village of San Dionisio del Mar, Oaxaca.

A source close to the project, who was not authorized to speak on the record, said the project had been approved by village assemblies, would have little impact on fishing activities in the lagoon and would contribute an amount equal to about half the township's annual budget in coming years in compensation and royalties.

But opponents and supporters engaged in a tense standoff outside the town in October, when a group of men blocked roads to prevent a planned demonstration against the wind farm.

Saul Celaya, a Huave Indian farmer and San Dionisio resident, said the lagoon project would damage mangrove swamps where fish, shrimp and other sea life breeds, and scare off the fish that locals depend on.

"Just when they were doing soil studies, there was a mass die-off of fish," Celaya said, adding that projects opponents "are being intimidated, they're afraid to leave their houses, they're threatened."

The industry source denied the company was intimidating anyone, but acknowledged the project had suffered some delays due to disputes within the community.

Others say it didn't have to be this way, big corporations pitting villagers against villagers. There are proposals to have local towns start their own wind farms, so that they could decide where they would be situated and where profits should go.

Rodrigo Penalosa, an activist who supports the town of Ixtepec's proposed 100-megwatt community wind farm, noted that "the community has already approved it. The problem is that the (government) Federal Electricity Commission won't allow the community project to get access to the network.... but it does allow the multinationals access."

Sergio Oceransky, whose Yansa Group is trying to help kick-start the community wind project, said the commission is asking for financial guarantees of millions of dollars "that no community in Mexico could meet."

"These are requirements that are basically designed to ensure that only projects presented by multinationals can compete," said Oceransky, who claims that such guarantees are not required by federal law.

The commission did not respond to repeated requests for comment.

With a limited transmission capacity for the projects, and the last lots of line capacity being auctioned off, the situation is becoming critical; what could be a sterling example of alternative energy production is threatening to become a permanent political dispute in southern Mexico.

"This is the last chance," Oceransky says.

Yeast model offers clues to possible drug targets for Lou Gehrig's disease, study shows

ScienceDaily (Oct. 28, 2012) ? Amyotrophic lateral sclerosis, also called Lou Gehrig's disease, is a devastatingly cruel neurodegenerative disorder that robs sufferers of the ability to move, speak and, finally, breathe. Now researchers at the Stanford University School of Medicine and San Francisco's Gladstone Institutes have used baker's yeast -- a tiny, one-celled organism -- to identify a chink in the armor of the currently incurable disease that may eventually lead to new therapies for human patients.

"Even though yeast and humans are separated by a billion years of evolution, we were able to use the power of yeast genetics to identify an unexpected potential drug target for ALS," said Aaron Gitler, PhD, an associate professor of genetics at Stanford. "Many neurodegenerative disorders such as ALS, Parkinson's and Alzheimer's exhibit protein clumping or misfolding within the neurons that is thought to either cause or contribute to the conditions. We are trying to figure out why these proteins aggregate in neurons in the brain and spinal cord, and what happens when they do."

In 2008, Gitler received a New Innovator award from the National Institutes of Health to use yeast as a model for understanding human neurodegenerative diseases and as a way to identify new targets for drug development.

Gitler is the co-senior author of the research, published online Oct. 28 in Nature Genetics. Robert Farese, Jr., MD, a senior investigator at the Gladstone Institutes, is the other co-senior author. Stanford graduate student Maria Armakola shares co-first authorship with Matthew Higgins, PhD, a postdoctoral scholar at Gladstone.

Most cases of ALS have no clear-cut cause. However, it has recently been shown that an RNA-binding protein called TDP-43 accumulates in clumps in the cytoplasm of spinal cord neurons in many people with the condition, and mutations in this protein have been found in some people with the ALS. Researchers like Gitler and Farese have been able to mimic the disease in yeast by expressing TDP-43 at higher-than-normal levels, which causes the protein to form lethal clumps in the cells' cytoplasm.

"In humans, the progression of the disease can take years before symptoms arise," said Gitler. "But in yeast, we see protein clumping in the cytoplasm within two days and the cells rapidly begin to die." With their model system in place, Gitler and Farese set out to see whether it was possible to protect yeast cells from this effect by tinkering with the function of other proteins in the cell.

In this study, the researchers discovered that blocking the production of a protein called Dbr1 in a yeast model stops the TDP-43 clumping and allows the cells to live normally. The researchers confirmed the results in human nerve cells grown in the laboratory and in rat neurons overexpressing TDP-43.

"In this study we made no assumptions as to how TDP-43 injures cells," said Farese, "but instead screened the whole yeast genome to find genes that might prevent the toxicity. Independently, both our lab and the Gitler lab found that loss of Dbr1, an enzyme involved in RNA processing, could do this."

Dbr1 serves as part of the cellular clean-up crew that mops up the bits of unwanted RNA generated as part of the protein production line. In our DNA, most genes consist of coding regions, called exons, broken up into several segments by non-coding regions, called introns. Cells can make many different, related proteins from the same stretch of DNA by mixing and matching different exons in a process called splicing.

When the DNA is first copied, or transcribed, into RNA, the introns as well as the exons are included. But the cell quickly splices out the introns, which are released into the cytoplasm as little loops, or lariats. Dbr1, in turn, clips the loops to open them and make them accessible to the cell's disposal system.

Blocking the production of Dbr1 causes the RNA lariats to build up in the cytoplasm. The researchers showed -- by creating lariats with a binding site for a fluorescent tracking protein -- that the mutant TDP-43 binds to these excess lariats rather than clumping. The effect is like using a paper towel to mop up a spill on your computer keyboard: binding to the lariats appears to keep TDP-43 from causing havoc elsewhere.

"Normally, TDP-43 is found in the nucleus," said first author Armakola. "But in the diseased cells, it aggregates in the cytoplasm and forms clumps. We developed a novel way to track where these lariats go in living cells, and we saw that when Dbr1 is missing, the lariats act as a sink to sequester TDP-43."

The researchers note that it's still not entirely clear whether the cells die because the mutant TDP-43 is drawing essential RNA transcripts or regulatory molecules away from the nucleus and into the cytoplasm, or because it's not performing its normal RNA-binding function in the nucleus. Both could contribute to the progression of the disease.

The results in the yeast, rodent and human cells, however, suggest that therapeutic approaches aimed at blocking Dbr1 function, or even creating artificial lariat-like formations to draw away the mutant molecule, should be explored.

"Next, we'd like to explore blocking Dbr1 function in animals such as flies, worms and rodents," said Armakola. "We're also interested in identifying small molecule inhibitors of Dbr1."

AP-GfK poll: Romney erases Obama lead among women

WASHINGTON (AP) ? What gender gap?

Less than two weeks out from Election Day, Republican Mitt Romney has erased President Barack Obama's 16-point advantage among women, a new Associated Press-GfK poll shows. And the president, in turn, has largely eliminated Romney's edge among men.

Those churning gender dynamics leave the presidential race still a virtual dead heat, with Romney favored by 47 percent of likely voters and Obama by 45 percent, a result within the poll's margin of sampling error, the survey shows.

After a commanding first debate performance and a generally good month, Romney has gained ground with Americans on a number of important fronts, including their confidence in how he would handle the economy and their impressions of his ability to understand their problems.

At the same time, expectations that Obama will be re-elected have slipped: Half of voters now expect the president to win a second term, down from 55 percent a month earlier.

For all the good news for Republicans, however, what matters most in the election endgame is Romney's standing in the handful of states whose electoral votes still are up for grabs. And polls in a number of those battleground states still appear to favor Obama.

As the election nears, Romney has been playing down social issues and trying to project a more moderate stance on matters such as abortion in an effort to court female voters. The AP-GfK poll, taken Friday through Tuesday, shows Romney pulling even with Obama among women at 47-47 after lagging by 16 points a month earlier.

But now his campaign is grappling with the fallout from a comment by a Romney-endorsed Senate candidate in Indiana, who said that when a woman becomes pregnant during a rape "that's something God intended."

Romney, through aides, quickly distanced himself from the remark by Republican Richard Mourdock. But Obama was happy to keep the issue current, telling a crowd in Florida on Thursday: "As we saw again this week, I don't think any politician in Washington, most of whom are male, should be making health care decisions for women," Obama said. "Women can make those decisions themselves."

A renewed focus on social issues would be an unwelcome development for Romney: Among female likely voters, 55 percent say Obama would make the right decisions on women's issues, compared with 41 percent who think Romney would.

Romney's pitch to women has been focused squarely on the economy, making the case that what women want most is to ensure their families and their country are on a solid financial footing. The poll shows that message appears to be taking root.

A month ago, women favored Obama over Romney on the economy 56 percent to 40 percent. Now, the split has shifted to 49 percent for Romney and 45 percent for Obama.

Similarly, Obama's lead among women as the candidate who better understands the people's problems has narrowed considerably, from a 58-36 Obama advantage last month to a 50-43 Obama edge now.

Monica Jensen, a 55-year-old independent from Mobile, Ala., says she voted for Obama in 2008 but will shift her vote to Romney this time, largely because of the economy.

"I'm ready for a change," she said. "I want to see the economy go in a different direction."

Ginny Lewis, a Democrat and 72-year-old retired district attorney from Princeton, Ky., says she'll vote for Romney because "I'm tired of the Republicans blaming all the debt on Democrats, so let them take over and see what they do."

Not that she's optimistic about how that will turn out, though. "I think things will get worse before they get better," she said.

Lindsey Hornbaker, a 25-year-old graduate student and nanny, hasn't been swayed by Romney's charm offensive.

Hornbaker, interviewed Wednesday in Davenport, Iowa, where she was attending an Obama rally, said Romney can tweak his tone but not what she sees as a record focused far more on top income earners and out of touch with most working families.

"I heard him go out of his way to sound so moderate during the debate," she said. "And I thought: 'Who is this? Where did this come from?' He may sound like he's focused on the middle class. But where's the record?"

Obama, meanwhile, has been working to shore up his support among men, who tend to be more Republican than women. In the 2008 election, men broke 49 percent for Obama to 48 percent for John McCain, even though Obama got 53 percent of the vote overall. The president's job approval ratings among men have tended to fall below his ratings among women throughout his first term.

A month ago, Romney's advantage among men was 13 percentage points. Now, it's down to 5 points, with most of the shift toward Obama coming among unmarried men.

Obama's election chances hinge on turning out voters like Jon Gerton, a disabled construction worker from Jonesboro, Ark. Gerton's a staunch Obama supporter ? but he didn't vote in 2008.

"It takes longer than four years to get things to the point where things are going better," Gerton said. "Four years, it's not very long."

There has been a gender gap in every presidential election since 1980. In 2008, women were 7 percentage points more likely than men to vote for Obama.

Overall, people are significantly more optimistic about the economy and unemployment in the coming year than they have been at any point in AP-GfK polling going back to March 2011, when the poll first started asking those questions. And likely voters are even more optimistic than other adults.

Nearly six in 10 likely voters think the economy will improve in the next year, up from 46 percent last month. And 42 percent think the number of unemployed Americans will drop in the next year, up from 32 percent in September.

Count Chrysta Walker, of Cedar Lake, Ind., among the voters who are sticking with Obama because they think he's got the right solutions for the fragile economy.

"He's got the middle class at heart," says the 58-year-old Walker. On the economy, she says, Obama "did as well as could be expected because he didn't get a lot of cooperation."

David Bierwirth, who owns an autograph sales business in Las Vegas, turned out at a Romney rally in Henderson, Nev., this week to show his support for the GOP nominee. To Bierwirth, his vote for Romney is all about the economy.

"I want people back to work," he says, "because then they will buy my products."

The Associated Press-GfK poll was conducted Oct. 19-23 by GfK Roper Public Affairs & Corporate Communications. It involved landline and cellphone interviews with 1,186 adults nationwide, including 839 likely voters. Results for the full sample have a margin of sampling error of plus or minus 3.5 percentage points; for likely voters it is 4.2 points.

    (AP) ? Former LSU football standouts Tyrann Mathieu and Jordan Jefferson were among four ex-players arrested Thursday after police found them with marijuana at Mathieu's apartment, police said.

    Lt. Don Kelly, a Baton Rouge Police spokesman, said officers were called to the apartment complex about 3:30 p.m. after receiving a complaint about a man forcing his way through the security gate before going to Mathieu's apartment.

    "Officers immediately smelled a strong odor of marijuana and obtained consent from Mathieu to search the apartment," Kelly said.

    Inside they found Jefferson and two other men ? Karnell Hatcher and Derrick Bryant ? as well as a marijuana grinder, digital scale and 10 bags of high-grade marijuana. Kelly said seven of the bags were found inside Bryant's book bag.

    Mathieu, 20, of New Orleans, and Jefferson, 22, of St. Rose, La., were booked into the East Baton Rouge Parish Prison on charges of simple possession of marijuana. Hatcher, 22, of Delray Beach, Fla., was booked with second-offense simple possession of marijuana and Bryant, 22, of Lawrenceville, Ga., was booked with possession with intent to distribute marijuana.

    Mathieu, a former Heisman Trophy finalist and cornerback known as the "Honey Badger," has no criminal record but has well documented drug problems that led to his dismissal from the Tigers in August. He had enrolled as a student at the school following two weeks of rehab under the care of former NBA player John Lucas. He also had talked about possibly returning to the team for the 2013 season with two seasons of eligibility. He is also eligible to apply for the NFL draft in April.

    Jefferson, the Tigers' former starting quarterback, had returned to Baton Rouge to finish his degree after playing with the Montreal Alouettes of the Canadian Football League. He also was a free agent signee with the Tampa Bay Buccaneers before joining the Alouettes.

    Jefferson had been suspended for the start of his senior season in connection with a preseason bar fight near campus.

    Lance Unglesby, Jefferson's lawyer in the misdemeanor criminal case, said a discovery hearing in that matter is scheduled next week. He said his client has always maintained his innocence in the bar fight.

    "My opinion that Jordan is a fine young man remains the same," Unglesby said.

    Unglesby said he had not yet been provided with any details of Jefferson's latest arrest, but stressed, "All individuals are presumed innocent and I look forward to the opportunity to examine the facts of this case to find out what really happened."

    It was not immediately known whether Mathieu, Hatcher or Bryant had lawyers.

    A spokeswoman for the university did not immediately respond to messages left by telephone and email.

    Hatcher was a linebacker for the Tigers and finished with 133 career tackles, 3.5 for a loss and two forced fumbles.

    Bryant, a backup safety, finished with 28 tackles, 2.0 for a loss and one sack.

    Getting started in the commercial real estate market is much simpler than it seems. Before you make any moves in commercial real estate there is some vital information you should know. Continue reading to gain the information you need so you can move forward with a fully formed strategy which will lead to success.

    Before you begin searching the market for a new property, outline what you need. List the qualities that concern you most in a property (e.g. restroom facilities, conference facilities, number of units available, square footage, etc.)

    If you are considering more than one property, be sure to obtain a checklist for the tour site. Take initial personal responses, but don?t go further without the property owner knowing. Letting the property owners know that you are looking at other properties can help, too. It could even get you a good deal.

    TIP! When advertising your available commercial property, do so locally, but also regionally and even nationally. A lot of people do not think that people from out of town will want to buy their commercial real estate.

    Buy property with more units. The more units you have, the easier you can spread out the wealth you are receiving from each of them. Some buyers won?t even consider properties that contain fewer than ten units, because they believe that more units means more income to be made.

    If you are looking to invest in an apartment complex, be mindful of the fact that smaller communities can pose more complexity than dealing with a larger one. Due to this, a lot of field experts advise avoiding any property with a single digit number of units. This is far from a hard and fast rule however. If careful research leads you to believe a given small complex will be profitable, don?t rule it out simply because of its size alone.

    TIP! When drawing up a letter of intent, try to solicit agreement on big issues first and leave smaller issues for later rounds of negotiations. The negotiations will become less tense and you will be able to better get an agreement on the more small problems.

    Residential and commercial loans are vastly different from each other. For example with a commercial loan, the down payment percentage is higher than a residential one. Seeking out the greatest lenders and putting your ear to the ground about investment possibilities is a great way to possibly qualify for a commercial loan.

    Don?t ever underestimate the value of the relation between you and lenders, be them private or investors. Some commercial property is never listed, but can still be sold. A tight relationship will give you inside information and knowledge about how to access more property.

    Consult your tax adviser before buying your first commercial property. A tax expert can advise you on how much the property costs and what amount of your real estate income will be taxable. If you don?t want to pay high income taxes, your adviser can suggest some areas of the country to focus on where the tax rates are lower.

    TIP! Try borrowing some of the tenets of feng shui for use with your properties. Two of the basic principles of feng shui, openness and a lack of clutter, are both features that are appealing to buyers, tenants, and customers.

    To establish the cash flow needed to successfully purchase commercial property, you will probably need to build a network of financial collaborators, including professional lenders, friends, and family members. Come up with a contract where you have to pay back the loans either with a fixed rate of interest, or via a certain percentage of the property income.

    It?s critical to have emergency maintenance contact information very accessible. Make sure to consult your landlord about emergency repair responsibilities in your building or office. Know what the phone numbers are, and know what the response time is for them. Work with your landlord to create a contingency plan in the event that an unforeseen disaster occurs; this will allow you to avoid customer service or public relations nightmares.

    As you already no doubt know, smart commercial real estate investing takes time and research. Now that you have read this article, however, lack of information should not be a problem, so get out there and start investing.

    TIP! When choosing a broker, ask about their experience specifically in the commercial real estate market. Make sure they are specializing in the desired area that you?re selling or buying in.

    NEW LENOX, Ill. (AP) ? Hall of Fame catcher Carlton Fisk faces charges of driving under the influence and other misdemeanors after being found asleep in his pickup truck in a cornfield, police in suburban Chicago said Tuesday.

    New Lenox Deputy Chief Robert Pawlisz said officers found Fisk, 64, behind the wheel late Monday with an open bottle of vodka on the truck's floor.

    "He was behind the wheel unconscious," Pawlisz said.

    Fisk was taken to a hospital for treatment and released from custody after posting bail, Pawlisz said. He has a court appearance scheduled for Nov. 29 in Will County.

    Besides the DUI charge, he faces charges of lane-use violation and illegal transportation of alcohol.

    New Lenox is about 35 miles southwest of downtown Chicago.

    Fisk became part of an unforgettable baseball moment while playing for the Boston Red Sox when he belted a 12th-inning home run that won Game 6 of the 1975 World Series.

    Fisk played 11 seasons with the Red Sox and 13 with the Chicago White Sox.

    Campaign surrogates shore up support in final days

    WASHINGTON (AP) ? President Barack Obama has Springsteen. Republican Mitt Romney has his sons.

    They, along with dozens of other celebrities and elected officials, are blitzing through battleground states in the White House race's final days. Their goal: give the presidential campaigns a daily presence in key states even when the men at the top of the ticket (and their running mates) pitch for votes somewhere else.

    But these surrogates aren't just viewed as a bonus by the campaigns. They're deployed strategically to shore up crucial constituencies.

    That's why Bruce Springsteen and Bill Clinton, two heroes of the middle class, campaigned together last week in Ohio, where white, working-class voters make up about half the electorate.

    "This is not a complicated decision," Clinton said there. "If somebody saved my economy, I'd be for him."

    Obama's campaign also sent Chicago Mayor Rahm Emanuel, a prominent Jewish politician, to heavily Jewish South Florida this week. And Sandra Fluke, who gained notoriety during the political debate over contraception earlier this year, has been appealing to women voters in Colorado and Nevada.

    Romney's campaign has turned to Florida Sen. Marco Rubio to rally Hispanic voters in his home state, as well as in Colorado and Nevada, battlegrounds with big Hispanic populations. Former GOP nominee John McCain, who twice won New Hampshire's Republican primary, has been campaigning there for Romney. And Rick Santorum has sought to burnish his GOP primary rival's conservative credentials in North Carolina.

    Romney's five adult sons have been among his most effective surrogates. Their focus in countless campaign appearances across the country has been to show their father's softer side. Romney has used one son in particular, Craig, a fluent Spanish speaker, to help broaden his appeal to Hispanic audiences. Craig Romney addressed the Republican convention in Spanish and also has recorded numerous Spanish-language radio ads for his father.

    "Between my five kids and my brothers, there are 18 grandkids now that my dad has," son Josh Romney told voters in Virginia this month. "So he thinks about those 18 grandkids. This is why he's in the race."

    Obama has popular kids, too. But at ages 14 and 11, don't expect to see Malia and Sasha holding solo campaign events in the dwindling days of the race. In fact, the Obama girls have been largely absent from their father's re-election campaign, except for a brief appearance with their parents at the Democratic Party's national convention.

    A look at other key surrogates for Obama and Romney:

    THE WIVES:

    Like her sons, Ann Romney has used her campaign appearances to vouch for her husband's character. She's become a regular on the talk-show circuit, appearing on "The View," ''The Tonight Show" and even co-hosting "Good Morning America." Mrs. Romney also has been dispatched to Pennsylvania, an Obama-leaning state where polls have tightened. Her trips there are aimed at giving the Republican ticket a foothold in the state without having to deploy the candidate himself.

    First lady Michelle Obama is perhaps her husband's most popular surrogate, drawing thousands of people to her rallies and front-page coverage from local newspapers. Her travel schedule is also steeped in strategy. It's the first lady keeping up the Obama presence in North Carolina, a state seen as a longshot for the president and one he hasn't visited in more than six weeks. She's also been a frequent visitor to Wisconsin, allowing her husband to travel elsewhere while she motivates voters in a state where the campaign feels confident.

    THE STARS:

    Obama's celebrity connections go beyond Springsteen. Long a hit with the Hollywood crowd, the president also has the backing of actresses Rashida Jones and Ashley Judd and rock star Jon Bon Jovi, all of whom have held events throughout the Midwest. Actor Morgan Freeman also lent his celebrity cache to a recent television advertisement promoting Obama's economic record.

    Romney has celebrity backers as well, including country singer John Rich, comedian Jeff Foxworthy and former Denver Broncos quarterback John Elway. But they tend to appear alongside the Republican nominee at rallies, helping energize the crowd, rather than hold solo events.

    THE CABINET:

    One advantage of running as an incumbent is the Cabinet.

    Education Secretary Arne Duncan's speeches on school reform and Labor Secretary Hilda Solis' interviews about falling unemployment aren't technically campaign events. But they're all about promoting the president's policies.

    The campaign also has taken advantage of loopholes in federal election rules that allow Cabinet secretaries to campaign if they're appearing as private citizens, not in their official capacity.

    That means Interior Secretary Ken Salazar, a former Colorado senator, frequently shows up at campaign events in his home state. U.S. Trade Representative Ron Kirk, who is black, joined a recent get-out-the-vote bus tour in North Carolina, where Obama needs big turnout from African-Americans. An email announcing Kirk's participation noted he was appearing "in his personal capacity" and urged reporters to refrain from using his official title.

    So, Facebook (FB) knows how to grow. On Tuesday, the company that everyone loved to discount reported better-than-expected profits and a 32% increase in third-quarter revenue to nearly $1.3 billion. The stock is popping.

    Substantial credit goes to Sheryl Sandberg, Facebook's chief operating officer and CEO Mark Zuckerberg's No. 2, who has learned a thing or two about scaling businesses. When Sandberg? joined her previous employer Google (GOOG) in 2001, that company had about 275 employees. By the time she left for Facebook in 2008, she recalls, Google had about 20,000 employees. During the past four years, she has seen Facebook grow from 550 to more than 4,000 employees. In the past year alone, active Facebook users increased 26% to more than 1 billion.

    When Sandberg regretfully bowed out of this year's Fortune Most Powerful Women Summit, I asked her if she would do something else: share her expertise on scaling an organization. She agreed and sums up the challenge for any company this way: "If you can't envision where you're going to go, you're not to get there."

    Having both advised and learned from the two guys who top Fortune's 40 Under 40 list--Zuckerberg (No. 2) and Google CEO Larry Page (No. 1)--she came up with three guidelines:

    Think Big. While management is "the science of administering a business," Sandberg says, "leadership is the art of accomplishing more than the science of management says is possible." Thinking really big--such as making the world more open and connected, which is Zuckerberg's vision--gets people excited. They follow the leader not only because they are paid to follow. They believe. "Repeat the mission," Sandberg advises. "Only by stating what's most important and by framing the conversation can you keep everyone focused."

    Hire big. Sandberg's organization at Google grew from four to 4,000 people in five years. Which meant that the original four employees had to do 10 or 15 years worth of growing in a very short period of time. Sandberg learned a lesson from this: "Hire for what you think you're going to need," she says. "Hire people who are more qualified, have more experience, or are right out of school but can overachieve." Make sure that the person you're hiring to manage a 100-person office can manage the office if it reaches 1,000 people.

    Plan big. Early on, Sandberg and her fellow Googlers celebrated everyone's birthday on their actual birthdays. "The problem was, six months later, we had so many people that we couldn't possibly celebrate everyone's birthday on that day," she recalls. So, Google shifted to weekly, then monthly, then quarterly celebrations. "We had these ginormous sheet-cakes with everybody's name on them," Sandberg recalls. "If I had been better at thinking ahead, I would have realized that celebrating everyone's birthday on the real day would not scale." Plan events and celebrations that will scale, she advises. For instance: Zuckerberg's hackathons--when Facebook engineers and tech talent gather to share products and features they developed outside their main jobs. "You can do these with three, 3000, or 30,000 people if we ever get there," Sandberg says, dreaming of Facebook's future growth.

    Several BOA Short Sale approvals as of lately and I can?t help but notice they are picking up the pace???.FINALLY.

    SE Asia Stocks-Jakarta, Bangkok rebound; earnings eyed

    BANGKOK, Oct 22 (Reuters) - Indonesian stocks posted modest

    gains on Monday while most other Southeast Asian stocks regained

    some lost ground as investors hunted for bargains in index

    heavyweights such as Perusahaan Gas Negara ahead of

    earnings releases.

    Jakarta's Composite Index pared early losses to

    close near its day's high of 4,341.827, with energy stock

    Perusahaan Gas up 3 percent.

    Macquarie Equities Research included Perusahaan Gas among

    stocks in Asia expected to report positive earnings surprises in

    this earnings season, it said in a report dated Oct. 19.

    Bangkok's SET index rebounded from an earlier drop

    to end up 0.2 percent as investors picked stocks seen laggard.

    Among the actively traded companies, top industrial conglomerate

    Siam Cement gained 1.7 percent.

    The Thai stock market will be closed on Tuesday for a public

    holiday.

    Stocks in Singapore, Malaysia, the

    Philippines and Vietnam bounced off their day's

    lows after earlier taking a lead from weak global markets.
